Speaking to reporters in Pretoria, South Africa, during discussions tied to the country’s G20 presidency, UN Secretary-General António Guterres highlighted ongoing shifts in the Middle East’s geopolitical landscape. He emphasized that these changes are reshaping relationships among key regional powers, underscoring both challenges and opportunities for peace.
Signs of Hope Amid Change
Guterres expressed optimism, noting signs of hope tied to the end of Syria’s authoritarian regime. He reiterated the UN’s steadfast support for the Palestinian people’s right to self-determination and statehood, stating this must remain an unwavering principle.
“The reshaping of the Middle East brings new opportunities,” he remarked, adding that he has full confidence in the Syrian people’s capacity to determine their own destiny.
Special Envoy’s Role in Syria
Guterres emphasized the critical work of his Special Envoy for Syria, Geir Pedersen, who is actively engaging with key stakeholders to navigate a path forward. “It’s time for Syrians to unite and rebuild their nation,” he said. “The alternative is unthinkable—more division and suffering.”
Unity as the Cornerstone
Addressing questions about the impact of Middle Eastern conflicts on global stability, Guterres urged the international community to bolster Syrian leaders committed to unity and progress.

“Syrians have endured enough division,” he said. “It’s time to restore unity and territorial integrity.”
Israeli Advances in the Golan Heights
When asked about Israel’s continued expansion in the Golan Heights, a region it has occupied since 1967, Guterres responded firmly. He challenged Israeli Prime Minister Benjamin Netanyahu’s claim that the Golan would remain part of Israel “for eternity,” pointing out the occupation’s lack of international recognition.
“The concept of eternity doesn’t resolve the violation of international laws,” Guterres remarked. He reiterated the UN’s position that the Golan remains Syrian territory under occupation.
Ongoing Airstrikes and Volatile Security
While the political landscape evolves, Syria’s security situation remains precarious. The UN Office for the Coordination of Humanitarian Affairs (OCHA) reported that Israeli airstrikes and localized hostilities are affecting many areas, putting civilians at risk.
Concerns are mounting over explosive ordnance, which has been identified in more than 50 minefields across the country in just 10 days. These hazards are limiting civilian movement and disrupting the delivery of essential goods and services.
Humanitarian Efforts Amid Adversity
Despite the challenges, the UN and its partners continue to address Syria’s humanitarian crisis. In Homs and Hama, water stations have been reactivated, providing relief to local residents. Humanitarian organizations are gradually resuming operations in the region, adapting to the security conditions.
However, insecurity in northeastern Syria has hampered aid efforts, limiting the ability to reach displaced populations.
Winter Brings Additional Challenges
The looming winter season adds urgency to the humanitarian response. Rain and snow threaten to exacerbate flooding, making aid delivery even more critical. OCHA highlighted the urgent need for additional funding to support displaced populations and restore essential services.
Aid Partners Push Forward
Despite setbacks, aid organizations have distributed tents, mattresses, blankets, and solar lamps to displaced families in centers across Tabqa and Raqqa. Efforts to ensure vital aid flows and health services continue remain a top priority.
The Call for Sustained Humanitarian Support
UN Humanitarian Coordinator Tom Fletcher emphasized the need for unwavering support. “Humanitarians will continue to engage whenever and wherever needed to support Syrian civilians,” he stated.
With so much at stake, Guterres’s message was clear: unity, inclusivity, and resilience are essential to Syria’s future. The international community must rally behind efforts to secure lasting peace and stability in the region.
